President & CEO
A proud Mi'kmaq woman with family roots in Nova Scotia and New Brunswick, Valerie is a nationally recognized leader in Indigenous skills, employment, and apprenticeship.
She created Ontario's first pre-apprenticeship training program in Welding and Plumbing for Women, work that earned her a YWCA Woman of Distinction nomination, and she has served as a certified occupational health and safety instructor since 2014.
As Chair of the technical committee that developed the CSA Z301 national standard on equity, diversity, inclusion, and accessibility in apprenticeship programs, Valerie received the CSA Award of Merit, and she continues to guide a federally registered national not-for-profit advancing Indigenous apprenticeship across Canada.
At Sovereign Pure she leads the national Indigenous engagement mandate, community relationships across member Nations, and the funding strategy that carries the network from first pilots to full maturity.

Brad Loiselle
Chief Operating Officer
A social entrepreneur, education innovator, and water visionary, Brad has spent three decades building global companies across consumer products, education technology, workforce development, and sustainable water. He left home at sixteen and turned that lived experience into a lifelong mission: equitable access to education, clean drinking water, and employment worldwide.
He is the Founder and CEO of Arctic Freshwater and the Pure Flow Initiative, unlocking Iceland's renewable glacier water through a decentralized, on-demand network and turning that infrastructure toward the Indigenous water crisis in Canada. He also founded Skills Council of Canada, a national leader in public-private workforce training, with programs extending into India and Africa.
Brad is a recipient of the King Charles III Coronation Medal, an author of Keep Moving 4Ward, and a global speaker featured in Forbes and Entrepreneur.
At Sovereign Pure, Brad leads operations, the water supply chain from source in Iceland through the hub-and-spoke network, community deployment planning, funding documentation, and the PureFlow platform that makes every litre, delivery, dividend, and job visible to communities and funders on the same terms.

Chief Relationship Officer
Kate is Vice President of Arctic Freshwater, where she has built the relationship and training practice that now supports Sovereign Pure's national rollout.
Her focus is the human side of an operating network: how people meet, decide, train, deliver, and hold each other accountable to the outcomes communities actually asked for.
At Sovereign Pure she leads stakeholder and partner relationships, training delivery coordination with education and safety partners, community employment pathways for depot operators, hub technicians, and logistics leads, and the relationship and outcome measurement that closes the loop between what member Nations set out to achieve and what the network delivers.

Seat
Appointed by the Indigenous majority shareholder
Protects Nation-side control of direction, priorities, and cultural stewardship. This seat carries the majority voice into every board decision.
Majority
The board is majority Indigenous at all times. Composition changes as the network grows, but the majority does not.
Consent
Key decisions, including brand, cultural stewardship, and material changes to the operating model, require Indigenous consent.
Transparency
Every member Nation receives transparent reporting through PureFlow, on the same schedule and with the same definitions as funders.
